God reserved the Census Act as a indication when Messiah will come into this world, so Moses wrote it like this, that Census should be followed by the ransom gift for the life (Salvation) - When you take the census of the people of Israel, then each shall give a ransom for his life to the Lord when you number them, that there be no plague among them when you number them. Each one who is numbered in the census shall give this: half a shekel according to the shekel of the sanctuary (the shekel is twenty gerahs), half a shekel as an offering to the Lord. Everyone who is numbered in the census, from twenty years old and upward, shall give the Lord's offering. The rich shall not give more, and the poor shall not give less, than the half shekel, when you give the Lord's offering to make atonement for your lives. You shall take the atonement money from the people of Israel and shall give it for the service of the tent of meeting, that it may bring the people of Israel to remembrance before the Lord, so as to make atonement for your lives - Exodus 30:12-16

As prophesied, Christ was born at the time of first census of the whole world - In those days a decree went out from Caesar Augustus that all the world should be registered. Are they not, my lord the king, all of them my lord's servants? Why then should my lord require this? Why should it be a cause of guilt for Israel?” But the king's word prevailed against Joab. So Joab departed and went throughout all Israel and came back to Jerusalem. And Joab gave the sum of the numbering of the people to David. In all Israel there were 1,100,000 men who drew the sword, and in Judah 470,000 who drew the sword. But he did not include Levi and Benjamin in the numbering, for the king's command was abhorrent to Joab. But God was displeased with this thing, and he struck Israel. And David said to God, I have sinned greatly in that I have done this thing. But now, please take away the iniquity of your servant, for I have acted very foolishly - 1 Chronicles 21:1-8
