Wagging their heads

One of the prophecies mentioned in the Book of Lamentations is all who pass along the way would wag their heads and mock it.

All who pass along the way clap their hands at you; they hiss and wag their heads at the daughter of Jerusalem: Is this the city that was called the perfection of beauty, the joy of all the earth? - Lamentations 2:15

My own people laugh at me. All day long they sing their mocking songs - Lamentations 3:14

And this house will become a heap of ruins. Everyone passing by it will be astonished and will hiss, and they will say, Why has the Lord done thus to this land and to this house? - 1 Kings 9:8
