Why Jesus Christ said this to the man who never seen him before?

It was really an astonishing moment when Christ read the prophecy from the book of Isaiah - And he came to Nazareth, where he had been brought up. And as was his custom, he went to the synagogue on the Sabbath day, and he stood up to read. And the scroll of the prophet Isaiah was given to him. He unrolled the scroll and found the place where it was written, The Spirit of the Lord is upon me, because he has anointed me to proclaim good news to the poor. He has sent me(shaw-lakh) to proclaim liberty to the captives and recovering of sight to the blind, to set at liberty those who are oppressed, to proclaim the year of the Lord's favor. And he rolled up the scroll and gave it back to the attendant and sat down. And the eyes of all in the synagogue were fixed on him. And he began to say to them, Today this Scripture has been fulfilled in your hearing - Luke 4:16-21

And there was a water pool named after this promise (shaw-lakh) to remind the people that Christ will born to save us - The Spirit of the Lord God is upon me, because the Lord has anointed me to bring good news to the poor; he has sent me (shaw-lakh) to bind up the brokenhearted, to proclaim liberty to the captives,  and the opening of the prison to those who are bound; to proclaim the year of the Lord's favor, and the day of vengeance of our God; to comfort all who mourn; to grant to those who mourn in Zion, to give them a beautiful headdress instead of ashes, the oil of gladness instead of mourning, the garment of praise instead of a faint spirit; that they may be called oaks of righteousness, the planting of the Lord, that he may be glorified - Isaiah 61:1-3

Once Jesus Christ read the promise in the Temple, and now he sent the blind man to the pool of Siloam(shaw-lakh) so that the people could understand the Messiah, and the Blind man became a first person to Acknowledge in the Temple that Jesus Christ is our Savior - As he passed by, he saw a man blind from birth. And his disciples asked him, Rabbi, who sinned, this man or his parents, that he was born blind? Jesus answered, It was not that this man sinned, or his parents, but that the works of God might be displayed in him. We must work the works of him who sent me while it is day; night is coming, when no one can work. As long as I am in the world, I am the light of the world. Having said these things, he spit on the ground and made mud with the saliva. Then he anointed the man's eyes with the mud and said to him, Go, wash in the pool of Siloam, which means Sent (shaw-lakh). So he went and washed and came back seeing - John 9:1-7
